In freight forwarding work, you will often hear the term "sensitive cargo". But what goods fall into this category? What precautions should be taken for sensitive cargo?

By convention in the international logistics industry, goods are generally divided into three categories: prohibited goods, sensitive cargo and general cargo. Prohibited goods are strictly forbidden for shipment. Sensitive cargo must be transported in strict accordance with relevant regulations for different commodity types. General cargo refers to goods that can be shipped normally.

1.What is Sensitive Cargo?

The definition of sensitive cargo is relatively complex. It refers to goods that fall between general cargo and prohibited goods. In international transportation, there is a clear distinction between sensitive cargo and prohibited goods.

Generally speaking, "sensitive cargo" covers commodities subject to statutory inspection. This includes goods listed in the statutory inspection catalogue (with export supervision condition B) and statutory-inspected commodities outside the catalogue. Examples: animals, plants and their products, food, beverages and alcohol, certain mineral and chemical products (especially dangerous goods), cosmetics, fireworks, firecrackers, lighters, wood and wooden products (including wooden furniture), etc.

In most cases, sensitive cargo are products restricted for air shipment or under strict customs control. Such goods can be exported and customs-declared legally. Normally you need to provide corresponding test reports, adopt packaging suitable for their special properties, and engage a reliable freight forwarder for shipment.

2.What Are the Common Types of Sensitive Cargo?

2.1 BatteriesBatteries and battery-powered goods. Batteries carry risks such as spontaneous combustion and explosion, posing hazards to transport safety. They are restricted goods rather than prohibited goods, and can be shipped following strict special procedures.

For battery cargo, the most commonly required documents are MSDS and UN38.3 (UNDOT) test certificates. There are stringent requirements for packaging and handling procedures for battery shipments.

2.2 Food & PharmaceuticalsEdible health supplements, processed food, seasonings, grains, oilseeds, beans, hides, as well as traditional Chinese medicine, biological and chemical pharmaceuticals. To protect domestic resources, countries enforce mandatory quarantine regimes in international trade for these commodities due to risks of biological invasion. Goods without quarantine certificates will be treated as sensitive cargo.

A fumigation certificate is one of the most frequently required documents for such goods, and it is a type of CIQ certificate.

2.3 CDs, DVDs, Books & Printed MaterialsBooks, printed publications, discs, films and digital storage media that may harm national economy, politics, morality, culture or involve state secrets are sensitive for both import and export.

For shipment of these goods, certification from the national audio-visual publishing authority and a letter of indemnity from the manufacturer or exporter are required.

2.4 Unstable Substances: Powders & GelsExamples include cosmetics, skincare products, essential oils, toothpaste, lipsticks, sunscreen, beverages, perfume, etc.

Such items may vaporize easily or generate heat under collision and compression due to packaging defects or other issues, which could lead to explosions. They are classified as restricted goods for transportation.

MSDS (Material Safety Data Sheet) and commodity inspection reports from the port of origin are normally required for customs declaration.

2.5 Sharp ArticlesSharp products and edged tools, including sharp kitchenware, stationery and hardware tools, fall into sensitive cargo. Realistic toy guns will be classified as weapons and treated as prohibited goods, which cannot be shipped.

2.6 Branded & Counterfeit GoodsBranded or counterfeit items, both genuine and counterfeit, carry risks of intellectual property disputes and must be shipped via sensitive cargo channels. Counterfeit goods are IP-infringing products and require customs clearance through buying customs declaration.

2.7 Magnetic GoodsPower banks, mobile phones, watches, game consoles, electric toys, electric shavers, and most electronic products with speakers contain magnets.

Magnetic goods cover a wide range of products and are often mistakenly considered non-sensitive by customers.

Summary

Since destination ports impose varying requirements on sensitive cargo, high competence is demanded for customs clearance and logistics service providers. The operation team shall prepare in advance for relevant policies and certification documents of the destination country.

For shippers, it is essential to engage a capable logistics provider for sensitive cargo shipments. Besides, the freight cost for sensitive cargo is relatively higher.
