Announcement No. 50 of 2026 of the Ministry of Commerce and the General Administration of Customs: Announcing the Decision to Implement Export Controls on Items including Shield Machines

Pursuant to the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Regulations on Export Control of Dual-Use Items of the People's Republic of China, to safeguard national security and interests and with the approval of the State Council, it is decided to impose export controls on the following items:

I. Items Relating to Tunnel Boring Machines

(1) 2B906 Full-face Tunnel Boring Machines

a. Earth pressure balance shield machines, slurry balance shield machines and other types of shield machines (Reference Customs Commodity Code: 8430313010); b. Open-type, single-shield, double-shield hard rock tunnel boring machines and other types of hard rock tunnel boring machines (Reference Customs Commodity Code: 8430313010).

(2) 2A906 Components specially designed for items controlled under 2B906:

a. Cutter heads and cutting tools (Reference Customs Commodity Code: 8431499910); b. Screw conveyors (Reference Customs Commodity Code: 8428310010); c. Segment erectors (Reference Customs Commodity Code: 8479899959); d. Main drive systems and other key units (Reference Customs Commodity Code: 8431499910).

(3) 2E906 Remanufacturing technology specially designed for items controlled under 2A906 or 2B906.

II. Items Relating to Walking Excavators

(1) 2B904 Walking excavators with any one of the following characteristics (Reference Customs Commodity Code: 8429521920):

a. Capable of crossing vertical obstacles over 1.2 m in height; b. Wading depth exceeding 1.5 m; c. Trench-crossing width exceeding 3 m; d. Walking climbing gradient exceeding 40°.

Technical Note: A walking excavator refers to mechanical equipment that achieves self-propulsion through combined movements of working attachments, outriggers or wheels, and performs multi-functional excavation on all kinds of terrain.

(2) 2E904 Electro-hydraulic proportional control technology for hydraulic systems specially designed for items controlled under 2B904.

III. Items Relating to Plateau Wet Shotcrete Machines

(1) 2B903 Plateau wet shotcrete machines intended for use at altitudes above 3,000 meters and possessing all of the following characteristics (Reference Customs Commodity Code: 8479109010):

a. Engine maximum power exceeding 75 kW and torque exceeding 680 N·m; b. Motor maximum power exceeding 55 kW; c. Material feeding efficiency of the pumping system higher than 95%; d. Air compressor displacement exceeding 15 m³/min; e. Low-temperature hydraulic oil usable for hydraulic systems at -20℃.

Technical Note: A plateau wet shotcrete machine is equipment that delivers mixed materials (e.g. concrete) to the nozzle in plateau regions, and sprays materials onto the working face by introducing compressed air and quick-setting admixtures.

(2) 2A903 Components specially designed for items controlled under 2B903:

a. Plateau-type engines with maximum power exceeding 75 kW and torque exceeding 680 N·m (Reference Customs Commodity Code: 8408909240, 8408909330); b. Engine auxiliary oxygen supply devices (Reference Customs Commodity Code: 8421399030); c. Plateau-type motors with maximum power exceeding 55 kW (Reference Customs Commodity Code: 8501520020, 8501530020); d. Two-stage air compressors with displacement exceeding 15 m³/min (Reference Customs Commodity Code: 8414804110); e. Plateau-type chassis (Reference Customs Commodity Code: 8479909030); f. Folding booms (Reference Customs Commodity Code: 8479909030).

(3) 2E903 Hydraulic and pumping technology specially designed for items controlled under 2B903.

Exporters exporting the above-mentioned items to sensitive countries and regions with disputes with China shall apply for licenses to the competent commercial department of the State Council in accordance with the Export Control Law of the People's Republic of China and the Regulations on Export Control of Dual-Use Items of the People's Republic of China. No export to such countries and regions is permitted without a license.

Exports to all other countries and regions worldwide shall obtain export documents via registration and information submission. Exporters and end-users shall undertake not to transfer or supply the above-mentioned Chinese-origin items to disputed countries and regions without prior license.

Organizations and individuals outside China shall not transfer or supply the above-mentioned Chinese-origin items to sensitive countries and regions with disputes with China without a license.

Exporters shall be responsible for the authenticity of declared goods and strengthen identification of export items. For items subject to export control, the remark column of the customs declaration form must state “Dual-use item subject to export control” and specify the dual-use item export control code. For items not under export control yet close to controlled items in terms of parameters, indicators and performance, the remark column must state “Not subject to export control” and fill in the specific parameters and indicators.

Where doubts exist over the completeness, accuracy or authenticity of the submitted declaration information, the customs authorities shall conduct verification in accordance with law, and the goods shall not be released during the verification period.

This Announcement shall come into force on November 18, 2026. The Export Control List of Dual-Use Items of the People's Republic of China shall be updated simultaneously.
